Jeff Toms was born in Swift Current, SK and grew up playing hockey in Oakville and played Junior B with the Oakville Blades. Toms was drafted in round 13, 207th overall by the Sault Ste. Marie Greyhounds in the 1991 OHL Priority Selection. The family then moved to London, ON when Toms began playing with the Greyhounds. He also met his future wife, Tasha, there. In his first year with the Greyhounds, the team were OHL Cup Champions. The following year saw the team winning the CHL Memorial Cup.

Originally selected by the New Jersey Devils in the 1992 NHL Entry Draft (210th overall), Toms was traded to the Tampa Bay Lightning. He split two and a half years between the NHL and the minors before he was claimed on waivers by the Washington Capitals in November 1997. Toms split two seasons between the Caps and the AHL's Portland Pirates before signing as a free agent with the New York Islanders in July 2000.

Throughout the 2000/01 season, Toms spent time with the AHL's Springfield Falcons and the Islanders before being acquired by the New York Rangers. Upon his arrival in New York, the team assigned Toms to their AHL affiliate in Hartford. Toms rejoined the Ranger organization in 2001/02 before he was acquired by the Pittsburgh Penguins midway through the season. The Oakville native played only 14 games with the Pens before signing as a free agent with the Florida Panthers in the summer of 2002. Toms played 8 games with the Panthers and 64 with the San Antonio Rampage (AHL affiliate). In February of 2003, Toms was the AHL Player of the week.

Toms represented Team Canada in the Spengler Cup Tournament four out of five years from 2003 to 2009. He was listed to play as well in 2007, but was unable to due to injury.

Since 2003, he has been playing hockey in National League A in Switzerland (Europe) where he played one season with EHC Basel, two with HC Ambri-Piotta, three with SCL Tigers with Genève-Servette HC.

Since 2009, Toms was playing with the Geneve-Servette. After two seasons, he decided to call it quits and retire from hockey. In March of 2011, Toms skated in his last game as a professional hockey player. He moved his family back to his adopted home of Sault Ste. Marie and plans on coaching his 7-year-old son.
