Rules, Winter Classic Tournament, 2022-2023 (Oakville Rangers Hockey Club)

  1. All teams must pick-up their tournament package at Tourney HQ (upstairs at Sixteen Mile Sports Centre – 3070 Neyagawa Boulevard, Oakville, ON ) on Thursday or Friday. Approved rosters and travel permits must be presented at Tourney HC prior to your first game if they have not been previously submitted.
  2. At least 20 minutes prior to each game, all bench staff must sign digital game sheet at the Tourney Desk located in each arena. iPads stay at the desk.

  4. Each team has a 4 game guarantee. 2 points for a win; 1 point for a tie – 0 points for a loss.
  5. Divisions with less than 8 teams – top 2 teams play in the final. There is no semi-final.
  6. Divisions with 8-12 teams – top 4 teams go to semi-finals and then there is a final.
  7. Divisions with 12 or more teams – top 4 teams go to semi-finals and then there is a final. The 5th placed and 6th placed teams will also play a consolation final. There are no awards for consolation final participants except for a 5th game. Hockey is its own reward!
  8. U9 and U10 game length – 10, 10, 10.
  9. U11, U12, U13 game length – 10, 10, 15.
  10. U14, U15, U16 game length – 10, 15, 15.
  11. Round robin games can end in a tie. No overtime.
  12. No timeouts in round robin games.
  13. Each team receives 1 x 30 second timeout in the semi-finals, finals and consolation finals. Timeout can be called by captain or bench coach.
  14. Semi finals and finals obviously can’t end in a tie so there will be a 5 minute, 3 on 3, sudden victory overtime period followed by a shootout. If a team receives a penalty during the overtime period, the other team gets to add a player (4 on 3). If they receive a 2nd penalty, the other team can add another player (to a max of 5 on 3).
  15. Shootout Format: For the shootout, each team selects 3 players. Teams shoot alternately and all three players shoot. If there is no winner after 3 shots each, then shootout continues in sets of one, using different players. Goalies must be those who were last used in overtime. Flip of coin decides which team shoots first. Continue rotation in same order until there is a winner. If one team completes its player rotation before the other because it has fewer players, without a winner, both teams will be allowed to revert to their starting sequence and to repeat that sequence. A player who is still serving an overtime or regulation time penalty can not participate in the shootout.
  16. Mercy Rule: In round robin games, if the 3rd period begins with a team leading by 5 goals or a team reaches a 5 goal lead during the period, it will be running time for the balance of the period. Time will continue to run throughout the period, regardless of further scoring changes. In the semi-finals or finals, the same Mercy Rules apply UNLESS the trailing team cuts the deficit to 3 goals. In that case, the game will return to stop time for the balance of the game.
  17. Teams should be prepared to play their round robin games up to 15 minutes early.
  18. Tournament officials cannot change game sheets or overrule/change a call from a referee. When the game is over the score sheet is final.
  19. Due to a province wide post-Covid shortage of certified referees many/most games that are supposed to have a 3 man crew will instead have a 2 man crew.
  20. This is an OMHA-sanctioned tournament (10633) and the tournament will be played and officiated according to OMHA rules. Fighting, Game Misconducts, Gross Misconducts and Match Penalties will be subject to suspension lengths as outlined at https://www.omha.net/ .
  21. It is the responsibility of the team to ensure any player or team official who has been assessed a game suspension sits out the required number of games as per OMHA minimum suspension rules. Failure to comply will result in the offending team forfeiting the game, which will be recorded as a 1 – 0 loss.
  22. The tournament committee reserves the right to take measures necessary to ensure a safe tournament for the participants including the modification of any rule(s) herein which is deemed by them to be in the tournament’s best interest. Decisions of the tournament committee are final.
  23. All tournament forfeits (not including #18 above) will result in a 5 – 0 loss.
  24. The maximum goal differential is 7 goals.
  25. Mouth and neck guards are required if your local governing body requires their use.
  26. Home/Visiting teams are predetermined for round robin play. The Home team in the playoffs, will be decided by the Tie Breaking rule with the higher ranked team being the Home team.
  27. Teams will be permitted a 2-minute warm-up prior to the game. Teams not ready to start play at the scheduled time and/or when the referee calls the players to centre ice for the initial face off, will be subject to a delay of game penalty and possible forfeit of the game.
  28. Home team wears light-coloured jerseys. Visitors wear dark jerseys.
  29. No body checking U13 and below.
  30. TIE BREAKERS
    For all age divisions, ties in standings will be resolved as follows:
    1. If 3 or more teams are tied, then the team with the most wins advances.
    2. Winner of round robin head-to-head game advances
    3. Higher percentage goal differential advances (goals for divided by goals for plus goals against, with the higher percentage winning).
    4. Lowest total goals against will advance.
    5. Highest total goals for will advance.
    6. Coin flip will decide who advances if tie-breakers above do not produce a winner.
    These rules will be applicable to all relevant placings (1st, 2nd, 3rd, 4th, 5th and 6th).
  31. Tournament is using GameSheet Inc. digital game sheets on iPads. Your team’s roster should appear in the system automatically if your team is in the OMHA or you have used a link sent to you to upload your roster. If neither is the case, you will need to manually enter your team into the iPad prior to the game.
  32. Teams must be registered with HC or International affiliates (and/or their Provincial/State affiliates). Proof of registration must be available upon request. Participating teams must produce a sanction permit or letter or permission to participate in the tournament from their HC or International affiliated branch.
  33. All players including affiliates should be registered on the 2022-23 HCR 3.0 system. All players must have an approved HC/or equivalent player's card or roster sheet available for inspection by Tournament officials. Team managers will submit a team list of players eligible to play to Tournament officials and will have the necessary supporting documentation (valid roster sheet) available for examination by Tournament officials at the time of initial registration. This includes AP’s. No player will be permitted to compete if not on an approved and official roster sheet or card.
  34. Each team may play up to nineteen (19) properly registered and affiliated players per game, however, only (17) seventeen players may skate and two (2) goaltenders may dress for each game.
  35. Complaints, concerns and compliments are to be directed to Tourney HQ. Any distasteful engagement with arena staff, tournament volunteers, timekeepers or on-ice officials will not be tolerated and could result in a default or expulsion.
  36. All teams should bring their own dressing room locks. Tournament is not responsible for lost/stolen property.
